Professional Qualifications
For more than 15 years, Mr. Innis has represented information technology, high-technology manufacturing, and defense contractors doing business with, the State of California, local government entities, and the federal government. His practice involves the full range of legal issues that arise as part of doing business with the government, including contract negotiation, counseling on compliance with procurement contracts, cooperative agreements, and grants, and investigation and litigation of disputes with the government.
Mr. Innis has negotiated complex enterprise software agreements and counseled clients on entry into federal and state supply schedule contracts. He has provided compliance advice regarding export controls, the Buy American Act/Trade Agreements Act, Cost Accounting Standards, intellectual property terms and conditions, and small business preferences. Mr. Innis also has broad experience in both federal, California, and other state bid protests, Truth in Negotiations Act disputes, terminations, contract claims, False Claims Act litigation, and appeals.
Mr. Innis is a member of the Council of the American Bar Association Public Contracts Law Section and currently serves as the co-chair of its State and Local Procurement Division and co-chair of its Teleconference Educational Programs Committee. He also serves as a vice-chair, of the Section's State Law Database Coordination Committee. Mr. Innis is also active in the Information Technology Association of America, participating in the California Procurement Reform Committee of the ITAA's Enterprise Solutions Division.
