Mr. McGowan is a member of the firm's Construction Law and Government Contracts Practice Groups.
Professional Qualifications
Mr. McGowan has represented prime contractors, owners, subcontractors and surety companies with respect to all forms of construction disputes, including those based upon delays and disruption, extra work, construction defects and bid protests. He has extensive trial experience, having tried cases before both state and federal judges, private arbitrators and juries. Mr. McGowan has litigated major cases involving the improvements to a river, a major outdoor amphitheater, a bus maintenance facility, a fiber optic cable network, a pump station and pipeline, a personal residence and a contract to manufacture buses for the San Francisco Municipal Railway.
Mr. McGowan formerly served as general counsel for Kajima Engineering and Construction, Inc., where he drafted and negotiated all forms of construction agreements, and handled disputes arising from a variety of projects including construction of tunnels, bridges, subway stations, roads, a federal court house and a prison.
Mr. McGowan has lived in Japan and Mexico, and is conversant in both Japanese and Spanish.
