Areas of Practice

Ms. Meagher is a member of the firm’s Government Contracts and Construction Law Practice Groups. She has more than twenty-five years of experience in litigation and public contracting at the federal, state and local levels.

Professional Qualifications

Ms. Meagher concentrates in the areas of government contracts, litigation and construction law. Her practice includes counseling both prime contractors and subcontractors in a wide variety of procurement matters, including commercial item acquisitions, technical data rights, submission of claims, bid protests, terminations, teaming agreements and joint ventures. She also represents firms involved with performing state and local public works projects and has particular expertise in protests, claims and payment disputes. Ms. Meagher litigates government contract and construction cases in state court, federal district court, and before the Boards of Contract Appeals and the U.S. Court of Federal Claims.

In addition to her government contracts and construction law practice, Ms. Meagher has successfully litigated wages and hour class action cases in both state and federal court.

Ms. Meagher is a past chair of the ABA Section of Public Contract Law (2007 – 2008), a Fellow of the American Bar Foundation and a Fellow of the Section of Public Contract Law. She is a National Partner and former member of the Board of Directors of Women Impacting Public Policy (WIPP), a public policy organization that advocates for women-owned small businesses. Ms. Meagher is a former Adjunct Professor of Evidence Advocacy at UC Hastings College of the Law.

After graduating from law school, Ms. Meagher served as a law clerk to the Honorable Philip Nichols, Jr. of the U.S. Court of Appeals for the Federal Circuit in Washington, D.C.
