Aaron Silberman Co-Chairs ABA Public Contract Law Section Fall Forum

Rogers Joseph O’Donnell PC shareholder Aaron P. Silberman is co-chairing this year’s American Bar Association (ABA) Public Contract Law Section Fall Forum on Nov. 13 – 15 in Reston, Virginia. Of Counsel Lisa N. Himes will also attend.

This year’s theme is “Contracts, Compliance, and Change: Legal Perspectives in Shifting Times.” Session topics include managing government contracts in high-tech environments, navigating a changing government landscape, issues in terminating federal government contracts and grants, and more.

Silberman focuses on government contracts and construction law, including litigation, representing contractors, subcontractors, suppliers and design professionals in the construction, defense, transportation, technology, disaster relief, telecom and service industries. Practicing since 1992, he is the former chair of the ABA Public Contract Law Section and several of its committees and divisions. Silberman is also a former Council member. In addition, he spoke on how climate change is impacting federal construction contracting at the Section’s 2024 Federal Procurement Institute.

Himes focuses her practice primarily on government contracts matters. Practicing since 1998, she handles industrial security issues, cybersecurity matters, small business issues, FOIA matters, terminations, contract disputes and bid protests. She has a particular expertise in FOCI matters with DCSA. She also has significant experience asserting federal doctrines and defenses. She recently spoke at the ACI 8th National Forum on FOCI in September and co-authored a Supreme Court amicus brief involving the combatant activities exception to the FTCA.
