Aaron Silberman to Speak on Panel at 2025 NASPO Law Institute
Rogers Joseph O’Donnell shareholder Aaron P. Silberman will speak on a panel on Nov. 5 at the 2025 NASPO Law Institute in Savannah, Georgia.
Silberman’s panel, “Federal and State Law: A Discussion with the Experts,” will discuss how state governments are experiencing legal conflicts with U.S. federal government laws, regulations and policies in contracts and grants, as well as strategies for recognizing, navigating and addressing those conflicts. He joins a panel of legal practitioners, former government and academic experts in federal and state procurements, contracts and grants. Silberman will identify key areas where these conflicts arise and focus on the conflicts surrounding federal and state Department of Transportation (DOT) Disadvantaged Business Entity (DBE) program requirements, among others.
The National Association of State Procurement Officials (NASPO) is a non-profit association dedicated to advancing public procurement through leadership, excellence and integrity. Its primary membership comprises directors of the central purchasing offices in each of the 50 states, the District of Columbia and United States territories. It is the nation’s leader in public procurement, driving excellence for its members through diverse programs, resources and initiatives.
Silberman has been practicing federal, state and local procurement law since 1993, representing contractors and grantees across various industries, including IT, construction, transportation, services and defense. He is a member of RJO’s Government Contracts Practice Group and co-chairs its Construction Practice Group. Silberman is a former Chair of the American Bar Association (ABA) Public Contract Law Section and has served in numerous other leadership roles with the section, including chairing its State & Local Procurement Division and directing several national State & Local Procurement Symposium programs in partnership with NASPO. He is also a frequent speaker and writer on federal, state and local procurement law topics.
