Lisa Himes to Present Pre-Conference Primer at 8th National Forum on FOCI

Rogers Joseph O’Donnell PC Of Counsel Lisa N. Himes will co-present the In-Person Pre-Conference Primer at the 8th National Forum on FOCI conference on Sept. 29 from 9:00 a.m. – 12:00 p.m. EDT in Washington, D.C. 

Himes will be joined by Richard Ray of One Web Technologies Inc. Their presentation, “An Updated, Practical Guide to ECMPs and QMPs: Practical Implementation Best-Practices to Ensure Compliance,” will provide best practices to ensure that Electronic Communications Monitoring Plans (ECMPs) and Quality Management Plans (QMPs) cover the critical mechanisms for Foreign Ownership, Control or Influence (FOCI) mitigation. 

Himes focuses her practice primarily on government contracts matters. She has more than 25 years of experience litigating and consulting involving a wide range of matters. She specializes in cyber and industrial security matters, particularly those involving Foreign Ownership, Control or Influence issues.  She also has significant experience asserting federal doctrines and defenses, such as federal officer removal, the political question doctrine, combatant activities preemption, derivative sovereign immunity, and the government contractor defense.
