RJO Team Attending ABA’s 32nd Annual Federal Procurement Institute

Rogers Joseph O’Donnell PC Government Contracts Practice Group attorneys Aaron Silberman, Stephen Bacon, Lucas Hanback and Tim Wieroniey will attend the American Bar Association Public Contract Law Section’s 2026 Federal Procurement Institute (FPI) on March 11-13 in Annapolis, Maryland. 

This year’s panels will address a variety of emerging government contracts issues, including the impact of artificial intelligence, the intersection of executive authority and federal procurement, CMMC implementation and compliance, small business updates and more.  

Silberman is a former officer of the ABA Public Contract Law Section, serving as Chair in 2017-2018. He is also a former Section Council member and chaired several of its committees and divisions. He co-chaired the Section’s 2025 Fall Forum and spoke at the 2024 FPI on how climate change is impacting federal construction contracting. Practicing since 1992, Silberman focuses on government contracts and construction law, including litigation, representing contractors, subcontractors, suppliers and design professionals in the construction, defense, transportation, technology, disaster relief, telecom and service industries. 

Bacon co-chairs the Public Contract Law Section’s Contract Claims and Disputes Resolution Committee. He was a co-chair of the Section’s 2024 Fall Forum. Bacon represents government contractors in bid protests, claims, investigations and suspension and debarment proceedings. He frequently litigates cases at the Court of Federal Claims, the Government Accountability Office, the Boards of Contract Appeals, and the Small Business Administration’s Office of Hearings and Appeals.

Hanback co-chairs RJO’s Government Contracts Practice Group. He represents government contractors in civil litigation, bid protests, contract disputes and claims. He advises clients on a diverse range of government contracts topics, including government contracting ethics and compliance, defense and cybersecurity issues, terminations, the False Claims Act and more.

Wieroniey is a member of the firm’s Construction, Cybersecurity and Privacy, and Government Contracts Practice Groups. He represents national healthcare companies, government contractors and members of the United States Defense Industrial Base.
