Aaron Silberman and Stephen Bacon to Attend ABA’s 31st Annual Federal Procurement Institute
Rogers Joseph O’Donnell PC Government Contracts Practice Group members Aaron P. Silberman and Stephen L. Bacon will attend the American Bar Association’s (ABA) Public Contract Law Section’s 31st Annual Federal Procurement Institute (FPI) and Midyear Council Meeting on April 2-4, in Annapolis, Maryland.
This year’s panels will address a variety of emerging issues in the government contracts space, including procurement policy and priorities under the new administration, post-award debriefings, legal ethics for government contracts attorneys and more. FPI also will include multiple networking opportunities, including an evening reception, “No-Host” dinners and the Women’s Networking Luncheon.
Silberman is a former committee and division chair, council member and officer of the Public Contract Law Section. He was the section chair in 2017-2018. Silberman will be a co-chair of the Section’s Annual Meeting program on August 8, 2025, in Toronto, Ontario. He focuses his practice on government contracts and construction law, including litigation, representing contractors, subcontractors, suppliers and design professionals in the construction, defense, transportation, technology, healthcare, disaster relief, telecom and service industries.
Bacon is a member of the Public Contract Law Section and a co-chair of the section’s influential Contract Claims and Disputes Resolution Committee. He was a co-chair of the Section’s most recent program, its Fall Forum on November 7-8, 2024, in Reston, Virginia. Bacon represents government contractors in bid protests, claims, investigations, and suspension and debarment proceedings. He frequently litigates cases at the Court of Federal Claims, the Government Accountability Office, the Boards of Contract Appeals, and the Small Business Administration’s Office of Hearings and Appeals.
