Aaron Silberman to Present on False Claims Laws at County Counsels’ Association of California Spring Section Meeting

Rogers Joseph O’Donnell PC Construction practice group co-chair and Government Contracts practice group member Aaron P. Silberman will present on the federal and California False Claims Acts (FCA) at the County Counsels’ Association of California Spring Public Works & Contracts section meeting on March 20 in San Diego, California. 

His presentation, “Counties and the Federal and California False Claims Acts” will address a summary of the False Claims Act, what role counties play in the FCA and the differences between the federal and California FCAs. He will also discuss how the acts are enforced. 

Participants may be eligible for 1 hour of Minimum Continuing Legal Education credit. 

The County Counsels’ Association is composed of public attorneys who provide legal advice and representation to California’s 58 counties and other units of local government. The association serves to mitigate duplication of services and improve the cost effectiveness of each office by creating a strong communication system linking each county counsel. 

Silberman focuses his practice on government contracts and construction law, including litigation, representing contractors, subcontractors, suppliers and design professionals in the construction, defense, transportation, technology, healthcare, disaster relief, telecom and service industries. Practicing since 1992, he is a former chair of the American Bar Association’s Public Contract Law Section, where he also chaired its Procurement Fraud and False Claims Committee and its State and Local Government Contracting Division, among others. He has frequently spoken and written on federal, state and local false claims laws, including co-writing the California chapter in the Public Contract Law Section’s “State False Claims Act” book and his role as lead editor and chapter author for the ABA Forum on Construction Law’s upcoming book, “False Claims in Construction Contracts (2d ed.)”.
