RJO to Host AGC California Legal Advisory Committee Meeting

Rogers Joseph O’Donnell will host the final 2025 meeting of the Associated General Contractors of California (AGCC) Legal Advisory Committee (LAC) on December 9 at 4 p.m. The firm has hosted this annual meeting for almost 25 years.

Associate Tariq I. Boulad will present the monthly case update, including recent court decisions most significant to California contractors. This includes decisions on California prevailing wage and apprenticeship requirements, as well as California’s greenhouse gas reporting statute. 

After Boulad’s presentation, shareholder Aaron P. Silberman and of counsel Josh A. Maltzer will deliver the featured presentation on how federal and state false claims laws are impacting contractors on California projects, including the latest case law, government policy changes and enforcement trends. Attendees of Silberman and Maltzer’s presentation are eligible for one hour of Continuing Legal Education programming credits.

The meeting will be held at RJO’s San Francisco office (311 California Street, 10th Floor, San Francisco, CA 94104), with a holiday reception to follow at 5:30 p.m. PST.

Silberman is an RJO shareholder, a co-chair of its Construction Practice Group and a member of its Government Contracts Practice Group. He is a long-time member and former chair of the LAC. He is also a former member of the AGCC’s Executive Committee and a former chair and member of AGCC’s Bay Bridge District’s Board of Directors. Silberman has defended and advised contractors on false claims issues since 1996 and has frequently written and spoken on the topic, including most recently serving as lead editor and contributing author for the American Bar Association (ABA) Forum on Construction Law’s book on false claims in construction contracting (2nd ed.).

Maltzer is a member of RJO’s Construction and Government Contracts Practice Groups and has extensive experience representing contractors in a wide variety of construction claims and litigation. He is also a member of the LAC and a Steering Committee member for the ABA Forum on Construction Law’s General Contractors Division (Division 5). Maltzer lectures frequently on construction topics, including Buy America and tariff compliance, cost claim preparation, change–of-law impacts, delay and disruption, and contract drafting.

Boulad is a member of RJO’s Construction, Retail Industry Trade Regulation and Environmental Practice Groups and has experience representing contractors and retailers in a wide variety of construction litigation and regulatory matters. He is actively involved in the San Francisco Bar Association and the Bay Area Association of Muslim Lawyers.
