Stephen Bacon to Speak at the National Small Business Government Contractors Association Alaska Regional Conference

Rogers Joseph O’Donnell PC shareholder Stephen Bacon will speak at the National Small Business Government Contractors Association’s 2026 Alaska Regional Conference in June. 

Bacon will cover when contractors can rely on the past performance of affiliates, subcontractors and joint venture partners to strengthen a proposal, and when that strategy can backfire. The session will also focus on the rules governing the evaluation of third-party past performance, the importance of solicitation language and the risks of overreliance on another entity’s experience, including affiliation, ostensible subcontractor, mentor-protégé JV and limitation on subcontracting issues. 

Attendees will leave with a clearer understanding of how to structure teams, frame proposal narratives and spot common pitfalls before they become protest issues, size challenges or contract performance problems.

Bacon regularly advises government contractors on small business compliance issues and represents them in disputes before the U.S. Court of Federal Claims, the Government Accountability Office, the Boards of Contract Appeals, and the Small Business Administration’s Office of Hearings and Appeals.
