Aaron Silberman, Stephen Bacon to Attend ABA Section of Public Contract Law Annual Council Meeting

Rogers Joseph O’Donnell P.C. shareholders Aaron P. Silberman and Stephen L. Bacon will attend the American Bar Association Section of Public Contract Law Annual Council Meeting on July 15 in Washington, D.C.

The annual gathering brings together leaders and members of the ABA Section of Public Contract Law to discuss the section’s initiatives, committee activities and priorities for the coming year. The meeting provides an opportunity for practitioners from across the country to engage with developments affecting the government contracts bar and to help shape the section’s future programming and projects.

Silberman is a member of Rogers Joseph O’Donnell’s Government Contracts Practice Group and co-chairs its Construction Practice Group. He is a former Chair of the ABA Section of Public Contract Law and a current Fellow, and he has served in other leadership roles, including co-chairing its most recent Fall Forum in November 2025 and currently editing the second edition of its State False Claims Act book. He represents contractors, subcontractors, suppliers and design professionals in complex government contracts and construction matters. In addition to the Council Meeting, Silberman will attend a dinner meeting of the Section Fellows, a group of former chairs and other invited former leaders of the Section.

Bacon represents contractors, subcontractors and other clients in government contracts and construction disputes involving federal, state and local public projects. His practice includes bid protests, contract claims and litigation arising from public procurement matters. Bacon is currently the Co-Chair of the Section’s Contract Claims and Disputes Resolution Committee.
