Dennis Callahan Quoted in Law360 on How RJO-Led Bid Protest Helped Change a Federal Agency’s Procurement Process

RJO shareholder Dennis Callahan was quoted in Law360 (subscription required) on how a recent federal bid protest handled by the firm changed a federal agency’s procurement process.

Callahan’s client challenged an $8.6 million Defense Logistics Agency (DLA) contract award, claiming the winning contractor’s proposal did not meet Trade Agreements Act (TAA) materials sourcing requirements.  In response to the protest, the DLA instituted changes requiring bidders to not only certify their TAA compliance, but to also disclose the country of origin of all major components of the containers.

“The protest has made procurements in this industry more fair and transparent,” Callahan told Law360. “The GAO bid protest function served a very useful purpose here, and I commend DLA Troop Support for the procurement improvements it has made in response to the protest.”

Callahan, a member of the firm’s Government Contracts practice group, represents government contractors on a broad range of litigation matters, including bid protests and contract claims at the federal, state and local levels. He also handles prime/subcontractor disputes in state and federal court, arbitration and mediation.
