Neil O’Donnell, Mark Linderman and Aaron Silberman Named 2026 Lexology Index Thought Leaders

Rogers Joseph O’Donnell, PC founding shareholder Neil H. O’Donnell and shareholders Mark J. Linderman and Aaron P. Silberman have been named Thought Leaders in the 2026 Lexology Index Thought Leaders: USA report. O’Donnell and Linderman are recognized in the Government Contracts category, and Silberman is recognized in the Construction category.

Lexology reserves the Thought Leader designation for individuals who performed especially well in its research, representing around 25% to 30% of listed practitioners. Lexology Index, formerly Who’s Who Legal, bases its rankings on interviews with practitioners and on recommendations and feedback from corporate counsel and other clients who have worked closely with nominees, as well as from private practitioners. The research team then corroborates that feedback with quantitative data. 

O’Donnell is a member of the firm’s Government Contracts and Construction Practice Groups, both of which he chaired or co-chaired for more than 25 years. He focuses his practice on public contract and construction law at the federal, state and local levels. O’Donnell has litigated cases in federal and state trial and appellate courts, the boards of contract appeals and the Government Accountability Office.

Linderman is co-chair of the firm’s Government Contracts Practice Group and a member of its Construction Law and Complex Commercial Litigation Practice Groups. He advises clients on federal, state and local procurement matters, including contract negotiations, contract claims, bid protests, contract terminations, civil and criminal fraud investigations, litigation and arbitration. His clients range from major high-tech, energy, health care and defense contractors to multinational engineering and construction firms.

Silberman is co-chair of the firm’s Construction Law Practice Group and a member of its Government Contracts Practice Group. He focuses his practice on construction and public contracts advice and litigation, representing contractors, subcontractors, suppliers and design professionals in the construction, defense, transportation, technology, disaster relief, telecom and service industries.
