Events
September 11, 2026

Rogers Joseph O’Donnell of counsel Josh A. Maltzer will present a seminar at the Associated General Contractors of California (AGCC) Legal Retreat, held September 11-13 at The Lodge at Torrey Pines in La Jolla, California. Shareholder Aaron P. Silberman will also attend the retreat, an annual conference held by the AGCC’s Legal Advisory Committee (LAC).

Maltzer will present: “Contractual Risk Mitigation in an Era of Cost Volatility,” examining how California contractors are navigating systemic, structural cost increases and short-term price shocks, and offering practical recommendations for when risk allocation provisions fall short.

Silberman is an RJO shareholder, a co-chair of its Construction Practice Group and a member of its Government Contracts Practice Group. He is a long-time member and former chair of the LAC and serves on its Amicus Subcommittee. He is also a former member of the AGCC’s Executive Committee and a former chair and member of AGCC’s Bay Bridge District’s Board of Directors. Silberman represents construction contractors, design professionals, and other project participants on procurements, bid protests, contract negotiations, compliance issues, claims, terminations, litigation and ADR.

Maltzer is a member of RJO’s Construction and Government Contracts Practice Groups and has extensive experience representing contractors in a wide variety of construction claims and litigation, including delay, disruption, acceleration, and cost escalation on private and public projects. He is also a member of the LAC and a Steering Committee member for the ABA Forum on Construction Law’s General Contractors Division (Division 5). Maltzer lectures frequently on construction topics, including contract drafting, regulatory compliance, cost claim preparation, change-of-law impacts, and delay and disruption claims.
