Neil O’Donnell and Amy Bomse Named San Francisco “Lawyers of the Year” in 2025 Edition of Best Lawyers®, Josh Maltzer Named to “Ones to Watch”

Best Lawyers has recognized Rogers Joseph O’Donnell shareholders Neil H. O’Donnell and Amy L. Bomse as “Lawyers of the Year” for San Francisco in the 2025 edition of The Best Lawyers in America©, published by Woodward/White, Inc. O’Donnell has been named “Lawyer of the Year” for administrative/regulatory law, and Bomse is recognized for her commercial litigation practice. Of counsel Josh A. Maltzer was also listed in Best Lawyers: Ones to Watch in America for insurance law.

Recognized in Best Lawyers since 2008, O’Donnell has more than 45 years of experience in practicing public contract and construction law at the federal, state and local levels. He has litigated cases in federal and state trial and appellate courts, the boards of contract appeals and the Government Accountability Office. 

Bomse is co-chair of RJO’s Attorney Liability and Conduct practice group, and a member of the Complex Commercial Litigation practice group. Her practice focuses on the law of lawyering. Bomse represents lawyers, law firms and clients in a wide variety of disputes involving professional negligence, fiduciary duties and breach of contract. Bomse has been recognized in Best Lawyers since 2022. 

Maltzer has more than a decade of experience litigating high-stakes construction, insurance coverage, commercial business and product liability matters. He represents contractors, owners, developers, property managers and real estate purchases from the inception of projects and contract negotiation through project completion and resolution of claims.
