Neil O’Donnell, Merri Baldwin, Amy Bomse Named to 2027 Edition of The Best Lawyers in America®, Josh Maltzer Named to “Ones to Watch”

Best Lawyers has recognized Rogers Joseph O’Donnell founding shareholder Neil H. O’Donnell and shareholders Merri A. Baldwin and Amy L. Bomse in the 2027 edition of The Best Lawyers in America®. 

O’Donnell has been recognized in San Francisco for his work in administrative/regulatory law, Baldwin for commercial litigation and Bomse for commercial litigation. 

In addition, of counsel Josh A. Maltzer was listed in Best Lawyers: Ones to Watch® in America for construction litigation and insurance law. 

Recognized in Best Lawyers since 2008, O’Donnell has more than 50 years of experience in practicing public contract and construction law at the federal, state and local levels. He has litigated cases in federal and state trial and appellate courts, the boards of contract appeals and the Government Accountability Office. 

Baldwin is co-chair of the firm’s Attorney Liability and Conduct Practice Group and a member of the Complex Commercial Litigation Practice Group, focusing on attorney liability matters and business disputes, including legal malpractice, breach of fiduciary duty and disqualification motions. She represents lawyers and law firms in litigation and state bar disciplinary actions and counsels law firms and in-house legal departments concerning ethics, regulatory compliance and risk management. This is the first year she has been recognized in Best Lawyers. 

Bomse is co-chair of RJO’s Attorney Liability and Conduct Practice Group and a member of the Complex Commercial Litigation Practice Group. Her practice focuses on the law of lawyering. Bomse represents lawyers, law firms and clients in a wide variety of disputes involving professional negligence, fiduciary duties and breach of contract. Bomse has been recognized in Best Lawyers since 2022. 

Maltzer is a member of RJO’s construction and Government Contracts Practice Groups.  He has more than a decade of experience litigating high-stakes construction, insurance, and bond claims on public and private projects and provides strategic counseling for contractors and owners on regulatory compliance and construction claim preparation.  Maltzer has been recognized in Best Lawyers since 2024.
