RJO Lawyers Attending Beaverdilly 2026
Rogers Joseph O’Donnell, P.C. will be well represented at Beaverdilly, the annual must-attend civil construction networking event put on by The Beavers. Shareholders Joseph C. McGowan and Richard M. Harris, of counsel Josh A. Maltzer and associate Tariq I. Boulad are attending the event, which runs from August 12-13 at the Silverado Resort in Napa Valley, California.
The Beavers is a national association for companies, contractors and individuals engaged in the U.S. dam and/or heavy engineering construction industry.

McGowan co-chairs the firm’s Construction Practice Group and has practiced construction law for more than 31 years, focusing on public works, government contracts, suretyship and construction-related real property disputes. He has extensive experience with bench trials, jury trials and arbitration.
Harris is a member of the firm’s Construction and Government Contracts Practice Groups. His practice focuses on construction disputes on both private and public works, representing general contractors and specialty subcontractors on residential condos, heavy highway work (bridges and retaining walls), road construction and commuter rail projects, among others.
Maltzer is a member of RJO’s Construction Practice Group and has extensive experience representing contractors in a wide variety of private and government construction claims and litigation. He frequently lectures on construction topics, including cost claim preparation, change-of-law impacts, contract drafting, delay and disruption, regulatory compliance and insurance recovery.
Boulad is a member of the firm’s Construction, Retail Trade and Environmental Practice Groups. He handles a wide range of complex construction litigation and project development matters. Boulad also represents retailers, manufacturers and energy companies in disputes arising under CERCLA, Clean Water Act and California’s Proposition 65.
