Rogers Joseph O’Donnell Names Stephen Bacon as Head of D.C. Office
Rogers Joseph O’Donnell PC is pleased to announce that shareholder Stephen L. Bacon has been named head of the firm’s Washington, D.C., office, effective immediately. The firm’s D.C. location focuses on government contracts, construction and white-collar litigation.
“We are excited to elevate Steve to this position at the firm,” said founding shareholder Neil H. O’Donnell. “He will be a stellar leader for our D.C. office, and we look forward to what he brings to that role.”
Bacon represents government contractors in bid protests, claims, terminations, investigations, and suspension and debarment proceedings. He frequently litigates cases at the Court of Federal Claims, the Government Accountability Office, the Boards of Contract Appeals, and the Small Business Administration’s Office of Hearings and Appeals. Bacon also provides advice and counsel to clients on a broad range of contractual and regulatory compliance issues that confront government contractors.

Bacon holds a J.D. from the University of Miami School of Law and earned his B.S. from the University of Maryland, College Park.
The firm’s Washington, D.C., office was founded in 2011 by shareholder Robert S. Metzger, who passed away in April 2025. The firm is grateful for Bob’s dedication to excellence and his many contributions to RJO.
