Executive Summary

A former senior federal prosecutor who supervised the largest prosecution in American history, Greg Rosen understands how law enforcement agencies and government attorneys build cases. He leverages his experience handling more than 50 jury trials, thousands of criminal prosecutions and hundreds of grand jury proceedings as a member of the firm’s White-Collar Criminal Defense and Government Contracts Practice Groups. Mr. Rosen is adept at navigating local and national litigation, prioritizing practical advice individually tailored to each client.

Professional Qualifications

Mr. Rosen is an exceptional trial attorney and has extensive experience working with federal law enforcement agencies and government prosecutors, which allows him to analyze investigations and indictments from all perspectives. While in government service, he developed training programs and procedures for criminal prosecution, providing him with unique insight into the decisions, risks, and challenges associated with any investigation. 

Over the course of his distinguished government career, Mr. Rosen developed a reputation as a battle-tested trial lawyer and trusted leader in managing complex, high-stakes investigations. As a former chief within the U.S. Attorney’s Office for the District of Columbia, Mr. Rosen was entrusted with supervising more than 1000 prosecutions connected with the January 6, 2021 breach and attack of the U.S. Capitol, the largest federal prosecution in American history. He trained and managed more than 200 prosecutors and oversaw every step, including the initial investigation, grand jury practice, motions practice, trial preparation and execution and sentencing, along with post-sentencing appeals, including to the D.C. Circuit and U.S. Supreme Court. 

Mr. Rosen has managed and tried fraud and embezzlement cases as well as those involving complex violent crimes, conspiracies, kidnappings, narcotics trafficking and murder. At RJO, he represents clients in criminal and regulatory matters involving the False Claims Act, particularly in the field of government contracts, procurement and federal fund recipient fraud. He also handles high-stakes financial and regulatory investigations, among other matters.

Prior to joining the U.S. Attorney’s Office for the District of Columbia, Mr. Rosen served as an Assistant Commonwealth’s Attorney in Loudoun County, Virginia, helping to prosecute all crimes, ranging from traffic offenses to murder. Before law school, Mr. Rosen worked as an employee for the U.S. Intelligence Community.

Mr. Rosen has received multiple awards from the U.S. Department of Justice, including the 2024 Director’s Award from the Executive Office of U.S. Attorneys for his superior performance as a supervisor (one of only three bestowed nationally), the 2023 U.S. Attorney’s Award for Excellence in Management and multiple Special Act awards for his trials and litigation success. In 2024, the National Association of Former U.S. Attorneys awarded Mr. Rosen a specially designed Exceptional Service Award for his work on the January 6 prosecution. He was also presented with the Anti-Defamation League’s Shield Award in 2023 for law enforcement officers and officials who promote justice. Mr. Rosen currently serves as a professional lecturer at The George Washington University Law School, teaching a seminar on trial advocacy each year.
